Explanations of this symbols by Vanwal (LBSF):
Hobos would leave signs and symbols scrawled on an inconspicuous area near, or on, a house or building, signifying various important bits of information picked up along the road about such places, to warn other hobos of what to expect.
A cat usually meant a kind woman lived there, an 'X' with eyes on each side and a line connecting the top meant a safe camp, and hundreds of other combinations and meanings.
This symbol that Louise is holding up means police, or sometimes railroad guards, (called 'bulls'), were hostile to tramps and hobos - a very important warning, and a motif in the film.
